they can range from a 'simple' mod like optifine or range to a very complex mod like RL Craft. mods are the most invasive overhauls of the game. 'mods' are at the highest end of the 'modification scale'. for instance, a data pack might change how creepers behave in the game, but a plugin might allow online players to enact a vote, set custom teleport points, and others.

usually these mods are specific to server mechanics as opposed to single player game mechanics. if you hear 'plugin', think of a 'data pack' but for a server. i am not too familiar with actually using them, but i have heard the term before. data packs can modify the game in such ways as: disabling griefing by a specific mob, modifying villager trades, modifying fishing loot, and more. data packs can also be dragged & dropped and have a relatively simple installation method, they can be activated and deactivated at will. a 'resource pack' changes the textures/resources, then a 'data pack' will change the data/mechanics. 'data packs' are like resources packs, but they start to modify the behavior and mechanics of the game. resource packs are low on the 'mod scale' and can be dragged & dropped into the game folder and activated from within the game. this is a pack of game resources to replace the base resources, and as i mentioned they are primarily used for cosmetic/appearance changes to the game. for example: a high quality texture pack.
